Observations - Russian Naval Purchase

Why is Russia purchasing two helicopter assault ships from France? If Russia is a "superpower" why can't it build it's own ships? Why does it need to buy a couple of ships from France? That would be like the U.S. buying capital naval ships from South Korea. It just does not fit the narrative that Russia is a global power. The U.S. is objecting to the sale as a response to the recent issues in Ukraine, but the French don't want to walk away from the $1.2 billion they would earn from the sale. I just think that it is strange for Russia to be a buyer when it is (or once was) one of the largest suppliers of naval vessels.
